Good evening. Dean Wilson, distinguished faculty and staff, friends, family, and alumni, and most importantly Temple University Class of 2022. Congratulations! 

I am very honored to be invited on this occasion to speak to you.

Class of ‘22, you came from all around the world and all across Japan. And now, no matter where you came from, whether it was down the street or across the ocean, you made it through all of your exams and all of your papers. So let’s give yourselves a hand of applause. 

Class of ‘22, you know you didn’t do it by yourselves. You had professors, faculty members and staff guiding you along the way. You had parents, family, friends, and the local community around the university supporting you all the way. So let’s also take a moment to thank all of the Temple community and your friends and family who helped you get here. So give them another round of applause as well.

I would also like to pat the backs of the non-native English-speaking graduates. I was just like you some years ago. I went to a university in the United States with a SAT English Score of 380 out of 800. So, in the first class of the freshman seminar where American students kept talking and talking, I just sat there listening. When the class was over, the professor told me that if I did not intend to make a contribution to the class, I did not have to come back to the next class. I was shocked and tried to explain that I was from Japan and did not speak English well. Then she said “that’s your problem.” So from the next class I started talking at the beginning of the class before any American students said anything. That was the only way I could speak. I survived but it was not easy. I know what you had to go through, so you should be very proud of yourselves.

I would like to apologize to all the foreign students who wished to come study in Japan. You must have waited and waited and waited, and some may still be waiting. The COVID virus may be nasty, but I do not think the virus is smart enough to know the nationality of people it is infecting. If a Japanese person can come back to this country from abroad, any others should be allowed to enter with the same procedures as well. We have not been scientific. We are very sorry for those who have lost their opportunity to study in this country. We have now opened our borders and would like to welcome anyone who wishes to study in this country.

Just in case you have not noticed -- Japan is shrinking, shrinking fast. Every year we are losing more than half a million people, more than the population of Tottori Prefecture. Japan needs those who wish to come to study, work, relax, and enjoy life and make a family in this country. It is a good country. You are safe anywhere you go, food is good, air is clean, trains run on time, and you are expected to live the longest in the world. I hope all of you will be our ambassadors to tell the whole world how you have enjoyed life in Japan.

Your school, Temple University, Japan Campus is the oldest foreign university in Japan, established in 1982. Since day one, it has fought against the Japanese education system, the Ministry of Education and its bureaucracy, and the prejudice within the society. Even after it was designated as the first Foreign University, Japan Campus by the Ministry of Education in 2005, it has been fighting the Ministry of Finance for equitable tax treatment. It has also been fighting against the immigration and quarantine offices on behalf of the foreign students during the COVID. I am very grateful for the courage of the Temple leadership during these times. The success of Temple University, Japan Campus and the quality of students it has produced have paved the way for other foreign schools and universities to enter Japan.

Class of ‘22, you must have the Temple spirit to fight against the unreasonable. We emphasize the importance and need for critical thinking, but if we think and do not take action, what good does it do? Wherever you go and whatever you do after today, there is one thing I want you to do. Keep on asking questions, and if you hear “that is the way it is,” or “that is how we do it here,” you have to act.

It really is a crazy world out there, and I can give you a few examples. When I was Minister for Administrative Affairs, I started to question why I have to put hanko, or name stamps, on every government paper. You cannot put hanko on the computer screen, so you have to print the document, put hanko on it, scan it, and attach it to an email and send it. Or more often, send the paper in the mail. But if anyone can buy a hanko at a 100 yen shop, what does a hanko on paper prove? So, I gave an order to stop using hankos for government procedures and registrations. And that was it. Now we wonder why we had been using hankos for so many years.

When I was appointed minister in charge of the vaccine roll-out and was told by the prime minister to do one million vaccines a day, I asked the Health Ministry to show me the system. They said, “what system?” The ministry assumed that fifty-five thousand clinics and municipal vaccine centers would send in the numbers through fax, yes fax, and the ministry would add up the numbers. Do you know how long it would take to receive fifty-five thousand faxes and how long it would take to add up fifty-five thousand numbers with calculators? No, it doesn’t work. So, I developed the Vaccine Recording System instead of buying more fax machines.

We deregulated medical examinations last year. Now a doctor can see a patient online. Then I got a phone call from a fisherman. He said if a doctor could see a human patient online, a vet should also be able to see fish online. I agreed and told the Agency of Fishery to change the regulation. The agency came back with a new regulation. Now a vet could see fish online for the second examination but for the first time he had to come see the fish in person. So I said if they could prove to me that they could identify each tuna or mackerel or eel by its face in an aquaculture cage, I would keep their regulation, but otherwise get rid of it. So dont count on the government to make your life easy and comfortable. We are living in a free society and free market economy. We must remember that it is almost always the private sector that moves the world forward. The government does not grow the economy. If a government could grow the economy, the Soviet Union would not have disappeared from history and the red flag would fly over the White House. Free spirits lead to new ideas, which in turn expand the new horizon and grow the economy and make life better. So when you leave here and go out into the world, I want you to smash the glass walls you run into to make everyones life easier and happier. 

You will always remember that you graduated in the year of Ukraine, after two years of suffering from COVID. I guess you never expected either when you came to Temple. There will surely be more unexpected challenges of all kinds in your future. There will be threats to democracy and freedom coming from dictatorships. Climate crises and pandemics will continue to threaten our lives. Inflation and a budget crisis may be around the corner. Energy and food shortages may be approaching. And there will be some unthinkables as well. We must be prepared to take on all the challenges. If we ignore them or pretend that they do not exist, they will simply get bigger and get out of our hands. There will be no Plan B because there is no Planet B or Japan B, so we must find a solution to every single challenge. We need all of you for that and you will eventually have to carry the torch from us. But this Temple community will always stay with you. You have friends, mentors and role models who you can always turn to for help and ask for advice. So stay in touch with them. 

Class of ‘22, now reflect on your four years at Temple, think of all the exams, homework, reading assignments, Friday nights, events, drinks, games, dates. This evening is yours, and tomorrow, you get out there and take on the whole world. You are ready.

この場でみなさんにお話しができることをたいへん光栄に思います。

みなさんは世界中、そして日本中からここへやってきました。出身地がすぐ近くであろうと海の向こうであろうと関係なく、みなさんはいくつもの試験、数多の課題提出を無事に乗り越えて、この日を迎えることができたのです。どうぞ自分自身を拍手で祝福してあげてください。

みなさんは、決して自分一人でそれを成し遂げられたわけではないこともご存じのはずです。教職員の方々による導きがあり、両親、家族、友人、そして大学周囲の地域住民の方々によるサポートがありました。ここまでの道のりを支えてくれたテンプルのコミュニティ全員、そして友人と家族に対して感謝の意を込め、盛大な拍手を贈りましょう。

さらに私は、英語を母国語としない卒業生のみなさんにも労いの言葉をかけたいと思います。なぜなら私も昔、あなた方と同じ経験をしたからです。私が米国の大学に留学したとき、私の英語のSAT(米国大学進学のための標準テスト)スコアは800満点中380点でした。新入生向けの最初のセミナーでは、アメリカ人の学生たちが延々と発言するのを私はただ黙って聞いていました。するとクラス終了後に先生が私のところへやってきて、こう言ったのです。「もしもあなたが(発言することで)クラスに貢献するつもりがないなら、次の授業には来なくて結構です」。私はショックを受けました。私は日本から来たばかりで英語がうまく話せないのだと説明しました。でも先生の答えは「それはあなたの問題です(私の知ったことではありません)」。そこで私は、次のクラスから授業開始後真っ先に、他のどのアメリカ人学生よりも早く発言するようにしました。それが私がものを言える唯一の方法だったのです。私はそうやって生き残ることができましたが、決して簡単な道のりではありませんでした。だから私はみなさんがどんな思いをしてきたか知っています。どうぞ自分自身を誇りに思ってください。

私はまた、日本への留学を望んでいた外国人学生の方々にお詫びを申し上げたい。みなさんは(日本の地を踏む日を)待って待って待ち続けたことでしょう。いまだに待っておられる人がいるかもしれません。新型コロナウィルスは、たしかに感染力は強いかもしれませんが、感染する相手の国籍が判断できるほど賢くはないはずです。もし海外から帰国する日本人が入国できるなら、他の人たちも同じ手続きで入国が許されるべきなのです。(外国人の入国制限について)私たちはこれまで科学的ではありませんでした。日本で学ぶ機会を逃してしまった方々に対し、私は本当に申し訳なく思っています。ようやく私たちは国境を開放し(外国人の受け入れを再開し)ました。この国で学びたいと考える全ての人を、私たちは歓迎いたします。

言うまでもなく日本は縮小しています。それもかなりのスピードです。日本の人口は毎年、鳥取県の人口を上回る50万人ずつ減っています。この国で学び、働き、くつろぎ、人生を送り、家族を持つ人々を、日本は必要としているのです。日本は良い国です。どこに行っても安全ですし、空気はきれい。電車は時間通りに走る。平均寿命は世界一です。みなさんが楽しんだ日本の暮らしを、みなさんが大使となって世界中に発信してくれることを期待しています。

みなさんの母校であるテンプル大学ジャパンキャンパス(TUJ)の創立は1982年。日本で最も歴史の長い外国大学日本校です。その創成期からTUJは日本の教育システムと闘ってきました。文部科学省と、その官僚主義と、そして社会の偏見と闘ってきました。2005年に「外国大学の日本校」第一号に指定された後も、財務省との間で(寄付金控除など)税務上の扱いの問題で闘ってきました。コロナ禍が始まってからは、(日本留学を希望する)外国人学生のために入国管理局や検疫所とも闘ってきました。これらを乗り越えてきたテンプル大学のリーダーの方々。私はその勇気に感謝します。TUJの成功とそのすばらしい卒業生たちのおかげで、他の外国の教育機関が日本に参入するための道が切り拓かれたのです。

2022年度卒業生のみなさん。あなた方は不合理と闘うテンプルスピリットを持たなければなりません。クリティカルシンキング(論理的思考)の重要性と必要性はだれもが強調しますが、もし思考するだけで行動しなかったら何の意味があるでしょう。明日からどこで何をしようと、みなさんにぜひ実行してほしいことがあります。それは疑問を持ち続けることです。もし「それはそういうものなんだ」とか「これが我々のやり方なんだ」というセリフを聞いたら、行動に出なければなりません。

実際、世の中におかしなことはたくさんあります。例を挙げましょう。私が行政改革大臣だったとき、なぜすべての書類にハンコを押さなければならないのか疑問に思いました。パソコンのモニターにハンコは押せないので、書類をプリントしてハンコを押し、それをスキャンしてメールに添付して送る、もっと頻繁には紙を郵送していたのです。しかし、だれでも百円ショップでハンコが買えるというのに、書類にハンコを押すことが何の証しになるのでしょう。だから私は省内の手続き書類からハンコを一掃するよう命令し、そのようになりました。どうして長年ハンコを使っていたのか、いまでは不思議に思えます。

また私は、ワクチン担当相に任ぜられ、首相に一日百万回の接種を実現するよう命じられたとき、厚労省にシステムはどうなっているかと聞きました。すると「何のシステムですか?」という答えが返ってきました。厚労省は、全国5万5,000の診療所と自治体のワクチン接種センターからファクスで数の報告を受け、それを合算するつもりだったのです。毎日5万5,000通のファクスを受信するのに、そして5万5,000の数字を電卓で合算するのにどれくらいの時間がかかると思いますか?そんなのは無理な話です。だから私はファクスの台数を増やす代わりにワクチン接種記録システムを作らせました。

昨年は医療の規制緩和も進め、オンライン診療が可能になりました。すると一人の漁師から電話がありました。もし医師が人間の患者をオンラインで診察できるなら、獣医も魚をオンラインで診ることができるはずだと言うのです。私はその通りだと思い、水産庁に規制を変更するよう指示すると、彼らは新しい案を持ってきました。それによると、二回目の診察からはオンラインでよいが、初回は対面でなければならないというのです。私は言いました。もし養殖場のマグロやブリやウナギの顔を見て一匹ずつ見分けがつくことを証明できるというなら、いいだろう。そうでなければだめだ、と。

自分の生活をより便利で快適なものにしたいとき、政府に頼ってはいけません。私たちは自由な社会に、自由市場経済のなかに生きています。社会を前進させるのは常に民間セクターであることを忘れてはなりません。経済を成長させるのは政府ではないのです。もしそうなら、ソビエト連邦が歴史から退場することはなかったし、いまごろホワイトハウスには(共産主義のシンボルである)赤旗が翻っていたことでしょう。自由な精神が新しいアイデアを産み、それが新しい地平を拓き、経済を成長させ、暮らしを向上させるのです。みなさんがここを出て現実の社会に踏み出したとき、どうかガラスの壁を破ってください。すべての人の暮らしをより良く、幸せにしようとするなかで、ぶつかるであろうガラスの壁を。

みなさんは大学生活の2年間コロナ禍に苦しみ、卒業の年にはウクライナ戦争が起きたことをこの先ずっと覚えているでしょう。どちらも入学時には想像もしていなかったはずです。この先もおそらく、さらに多くの、様々な予期しないチャレンジがみなさんを待ち受けています。独裁政権による民主主義と自由の危機、気候危機、疫病のパンデミックはこれからも私たちを脅かし続けるでしょう。インフレや財政危機も間近に迫っているかもしれません。エネルギー危機や食料危機その他、考えられないようなことが起こるかもしれないのです。

私たちはこうした問題のすべてに挑む準備ができていなければなりません。もし問題を無視したり、まるで存在しないかのように振舞ったりすれば、問題はますます大きくなり手に負えなくなるだけです。(こうした課題の解決に)次善の策や代替案はありません。なぜなら代替の地球、代替の日本は存在しないからです。私たちはすべての課題に解決策を見出さねばなりません。そのためにはみなさん方の力が必要なのです。(この社会の担い手という)バトンは、いずれみなさん方へと手渡される必要があります。でもテンプル大学の仲間たちはいつも皆さんと共にいます。いつでも助けを求め、助言を求めることのできる友人、メンター、ロールモデルがいます。だからお互い、これからもぜひ連絡をとりあってください。

さあ卒業生のみなさん、テンプルでの4年間を思い起こしましょう。テストや課題や宿題を、金曜の夜を、イベントを、飲み会を、ゲームを、そしてデートを、思い出しましょう。今夜は皆さんが主役です。そして明日、みなさんは世界に一歩を踏み出す。その準備はできているはずです。

すばらしい一夜を過ごしてください。ありがとうございました。
