The resignation of House of Representative Speaker Boehner and the election of Rep. Ryan as the new Speaker highlighted the volatility of US Congressional politics. With a job rating approval of 13% by the American public, but with most incumbents re-elected, Congress is a study in contrast. As an institution with a significant impact on US foreign and trade policy, its politics matter not only to Americans. TPP, the Defense Department Budget, approval of nominations to senior positions, all depend heavily on Congress.
