Japan and Cybersecurity Heading to 2020

Since Tokyo was selected to host the Summer Olympic Games 2020 in September 2013, Japan has been accelerating its efforts to enhance its national cybersecurity capabilities in terms of policy-making, cyberthreat information-sharing, and human resources development. In 2017, the Japanese government will issue three national cybersecurity strategy documents. Mihoko Matsubara will survey Japan’s initiatives in the field of cybersecurity over the last three years and analyze the outlook for the next three years.

Mihoko Matsubara

Chief Security Officer Japan, Palo Alto Networks

Mihoko Matsubara is Chief Security Officer Japan, Palo Alto Networks. In this role, she is responsible for developing thought leadership, threat intelligence and security best practices for the cybersecurity community and business executives in Japan.

Prior to this, she served in the Japanese Ministry of Defense for nine years until she received a Fulbright Scholarship to pursue a MA in International Relations and Economics at the Johns Hopkins School of Advanced International Studies (SAIS) in Washington DC.

Upon graduation, she worked at a cybersecurity cooperation. After she came back to Tokyo, where she is currently based, she worked as a cybersecurity analyst to research cyberthreat environments and policy issues. She also worked at Intel K.K., Tokyo, as a Cyber Security Policy Director, leading cybersecurity and IoT policy efforts in Japan.

Her most recent publications include “Countering Cyber-Espionage and Sabotage: The Next Steps for Japanese-UK Cyber-security Co-operation” from the RUSI Journal, and “Japan’s New Cybersecurity Strategy: Security Without Thwarting Economic Growth” from the Council on Foreign Relations’ blog.

She was the first Japanese speaker (2015) at the NATO International Conference on Cyber Conflict in Estonia.

Scott Jarkoff

Senior Security Advisor at McAfee

Scott Jarkoff, Senior Security Advisor at McAfee, has over 20 years’ experience in cyber security with the US Department of Defense.  Scott served as Chief of Cyber Security for US Forces Japan HQ.  In his role with McAfee, Scott delivers security solutions, and cyber intelligence capabilities centered around the McAfee  “Threat Defense Lifecycle” integrated security system.

In addition, Scott has been serving as the Armed Forces Communications and Electronics Association (AFCEA) Tokyo Chapter President since 2014.
